An alternative to the project is a method to limit the extent of development on a property. The alternative project will achieve the same conclusions as the plan however, with less impact on the land. In this instance, the project alternative would be the preferred plan. While the proposal for the project may be rejected, it is possible to choose an alternative that is more viable. The alternative plan should be chosen in consultation with the stakeholders. Learn more about these options to determine which would be the best fit for your property.
A greener alternative that is more sustainable
A Environmentally Superior Alternative to the Project could reduce the overall impact of the project while preserving the aesthetic character of the area. The project would be significantly more expensive than the alternate plan, and the additional 13,234 homes would dramatically increase the total amount of trips taken by motorists. The development would likely adhere to the same design guidelines. The result would be a significantly more appealing area.
A project must determine an Environmentally Superior Alternative (ESA) to reduce the total impact of its effects. This option will minimize the sound and vibration associated with construction. The alternative should still accomplish the basic goals of the project. It might not be the most appropriate option for the project. This is the reason an Environmentally Superior Alternative must be chosen.
An Environmentally Superior product alternatives Alternative to the Project would reduce overall impacts on the surrounding area by about 60%. The alternative with a higher density of residential units would result in a balanced employment/housing ratio. The total number of jobs would be reduced by 17 percent under the proposed plan while the alternative eliminates any need for new parking. The alternative will also result in less noise than the Proposed Project. Therefore, Alternative 2 is an Environmentally Superior Alternative to the Project.
The No Project/No Development Alternative would minimize the impacts by decreasing the footprint of the Project Site by approximately 50 percent. The alternative would preserve the existing 13th Street at-grade crossing. The environmental impact of the Project Alternative will be the same as Alternative 1, but the No Project/No Development alternative will lessen them. Both alternatives would have minimal environmental benefits. The Environmentally Superior Alternative to the Project is a better option than the Project.
Increased residential intensity as an alternative
The Reduced Intensity Alternative is a much more feasible concept for development than the Proposed Project. It will reduce the impact on aesthetics, public services, and urban decay while accomplishing almost all of the project’s objectives. The Reduced Intensity Option would comprise a buffer strip that reduces noise from construction and disturbance of land. This option will not meet all goals of the project. It could bring many desired benefits to the community.
Three alternatives were analyzed by the OSA PEIR for the development. In addition to the original plan, three more alternatives were chosen based on the latest information and CEQA Guidelines Section 15126.6. These alternatives would reduce the overall impact of the project on air quality and GHG emissions. These alternatives will also reduce the footprint of the project. The Environmental Impact Statement would also consider the economic, social and construction-related impacts that come with the development of the project.
The Reduced Industrial Development Option would reduce the amount of industrial sites and their emissions. The plan would replace industrial use with residential uses , while maintaining the same policies and projections for water demand and water quality. This would result in less development overall than that of the Proposed Project. In addition the Residential Intensity Alternative would allow for less intensive residential development within the 100-year floodplain. While it would be less disruptive than the Proposed Project, it would not be governed by the same upgraded hydrology-related policies.
The Reduced Intensity alternative projects is a far more feasible alternative to the proposed Project. It’s similar to the Proposed Project in terms of operational activities, but it would also have buffer zones to lessen noise and other impacts on sensitive receptors. The Reduction in Intensity Alternative would be less expensive than the Proposed Project and is an ideal alternative for the neighborhood. The Reduced Intensity Option will reduce overall impact as well as reduce impacts on air quality, noise and climate change, among other environmental issues.
