A project alternative is a method to limit the amount of development that occurs on a particular site. The alternative could reach the same conclusions as the original project but would have less impact on the land around it. In this case the most suitable plan would be the alternative project. Although the proposal could be rejected, it’s possible to select an alternative that is more sustainable. The alternative plan should be chosen in consultation with stakeholders. Explore these options to determine which would be the most suitable option for your property.
Alternatives that are more sustainable
A Environmentally Superior Alternative to the Project would reduce the overall impact of the project while maintaining the aesthetics of the area. The alternative plan would be more costly than the plan and the additional 13,234 dwellings would increase the number of motorist journeys. However, the project would likely adhere to the same design guidelines. The result would be a more attractive area.
A project must identify an Environmentally Superior Alternative (ESA) to limit the total impact of its proposed impacts. With the “No Project Alternative” as an example, this option will reduce the impacts related to noise from construction and vibration. The alternative should still accomplish the basic goals of the project. Nonetheless, it may not be the best option for the development. This is why it is essential to select an Environmentally Superior Alternative.
A Environmentally Superior Alternative to the Project would reduce overall impacts on the surrounding area by about 60 percent. The alternative that has a greater residential density will result in a balanced employment/housing ratio. The total employment would be reduced by 17% under the proposed project while the alternative eliminates any need for new parking. Alternative 2 will also create less noise than the Proposed Project. Therefore, Alternative 2 is an Environmentally Superior Alternative to the Project.
The No Project/No Development Alternative would lessen the impact by cutting the footprint of Project Site by approximately half. The Alternative would protect the existing 13th Street at-grade crossing. The environmental impact of the Project Alternative would be the same as Alternative 1, the No Project/No Development alternative would reduce them even more. Both alternatives would have minimal environmental advantages. The Environmentally Superior Alternative to the Project would be an alternative service that is superior to the Project.
A higher intensity residential option
The Reduced Intensity Alternative is a far more feasible development concept than the Proposed Project. It would have minimal impact on aesthetics, urban decay and public services while accomplishing nearly all of its objectives. The Reduced Intensity Option would include buffer strips that minimize the noise generated by construction and disturbance of land. This plan would not be able to achieve all the project goals. But it would achieve many desirable benefits for the community.
The OSA PEIR considered three alternatives for the development. In addition to the original plan, three additional options were selected based upon new information and CEQA Guidelines Section 15126.6. These options would lessen the overall project’s impact on air quality, service alternatives and GHG emissions. These alternatives would also reduce the footprint of the development. The Environmental Impact Statement would also include the social, economic and construction-related impacts with the development of the project.
The Reduced Industrial Development alternative software would reduce the amount of industrial sites and their emissions. The project would replace industrial uses by residential ones, while keeping the same projections and policies for water quality and demand. This alternative would result in less development overall than the Proposed Project. In addition the Residential Intensity alternative projects would allow for less intense residential development within the 100-year floodplain. It would have a smaller impact than the Proposed Project but it would not require the same upgrade to the policy on hydrology.
The Reduced Intensity Alternative is a more feasible alternative to the proposed Project. It would have similar operations to the Proposed Project, but would have a buffer to reduce the noise and other effects to receptors that are sensitive. The Reduction in Intensity Alternative would be more affordable than the Proposed Project and is an suitable alternative for a neighborhood. In addition to reducing the overall impact it also reduces the overall impact. Reduced Intensity Alternative could reduce the impact on noise, air quality, and climate change.
